ভূমিকা : ১৯৪২ সালের ক্রিপস মিশন ভারতের রাজনৈতিক ইতিহাসে একটি গুরুত্বপূর্ণ ঘটনা। ব্রিটিশ সরকার কর্তৃক ভারতের রাজনৈতিক ও শাসনতান্ত্রিক সমস্যা সমাধানের জন্য একটি গুরুত্বপূর্ণ উদ্যোগ ছিল ক্রিপস মিশন।
১৯৪২ সালের ২৩ মার্চ ব্রিটেনের অর্থমন্ত্রী স্যার স্ট্যাফোর্ড ক্রিপসকে ভারতের রাজনৈতিক সমস্যার আলোচনার প্রেরণ করেন। যা তার নামানুসারে ক্রিপস মিশন নামে পরিচয়।
ক্রিপস মিশন:
ভারতের শাসনতান্ত্রিক ইতিহাসে ১৯৩৫ সালের ভারত শাসন আইন অত্যন্ত গুরুত্বপূর্ণ। ১৯৩৭ সালের নির্বাচনে কংগ্রেস আটটি প্রদেশে একক সংখ্যাগরিষ্ঠতা অর্জন করে এবং মন্ত্রিসভা গঠন করে।
তারা শাসনের নামে মুসলমানদের উপর অত্যাচার ও নির্যাতন শুরু করে। পরবর্তীতে ১৯৪০ সালের লাহোর প্রস্তাবে বাংলার প্রধানমন্ত্রী এ. কে. ফজলুল হক মুসলমানদের অধিকারের কথা বিবেচনা করে ভারতে মুসলিম সংখ্যাগরিষ্ঠতার ভিত্তিতে পৃথক রাষ্ট্র গঠনের প্রস্তাব দেন।
অন্যদিকে, ১৯৪১ সালে দ্বিতীয় বিশ্বযুদ্ধ ব্যাপক আকার ধারণা করে জাপান কর্তৃক পার্ল হারবার আক্রমণ ব্রিটেনকে স্তম্ভিত করে তোলে। এর ফলে ব্রিটেন ভারতীয়দের সাহায্য কামনা করে।
আমেরিকা ও তার মিত্র রাষ্ট্রগুলো চরম বিপর্যয়ের সম্মুখীন হয়। এমতাবস্থায় ভারতীয়দের অসহোযোগিতা ব্রিটিশদের চরম বিপর্যয়ের দিকে ধাবিত করে।
অন্যদিকে, আমেরিকার চাপ ও ভারতীয়দের সহযোগিতা পাওয়ার আশায় ব্রিটিশ সরকার স্যার স্ট্যাফোর্ড ক্রিপসকে একটি পরিকল্পনা সংবলিত প্রস্তাব দিয়ে ভারতে প্রেরণ করেন।
অতঃপর ১৯৪২ সালের ২৯ মার্চ স্ট্যাফোর্ড ক্রিপস ভারতীয়দের নিকট ঐ প্রস্তাবটি প্রেরণ করেন।
নিম্নে ক্রিপস মিশনের কয়েকটি গুরুত্বপূর্ণ প্রস্তাব আলোচনা করা হলো-
১. ১৯৪২ সালে ক্রিপস মিশনের অন্যতম গুরুত্বপূর্ণ প্রস্তাব ছিল ভারতের ডোমিনিয়নের মর্যাদা দান।
২. এ প্রস্তাবে আরও বলা হয় ভারবর্ষে একটি যুক্তরাষ্ট্রীয় ইউনিয়ন গঠন করার কথা বলা হয় এবং ভারতবর্ষ যুক্তরাষ্ট্রীয় ইউনিয়নে থাকবে কী থাকবে না এটিই তারাই নির্ধারণ করবে। অর্থাৎ যুক্তরাষ্ট্রীয় ইউনিয়ন ইচ্ছা করলে ব্রিটিশ কমনওয়েলথ ত্যাগ করতে পারবে।
৩. ১৯৪২ সালের ক্রিপস প্রস্তাবে আরও বলা হয় দ্বিতীয় বিশ্বযুদ্ধ পরবর্তী ভারতের সাধারণ জনগণের চাহিদা অনুযায়ী একটি সংবিধান প্রণয়ন করা হবে।
সংবিধান প্রণয়নের জন্য একটি গণপরিষদ গঠন করা হবে। প্রাদেশিক নির্বাচিত সদস্য ও দেশীয় রাজ্যসমূহের প্রতিনিধিদের দ্বারা গণপরিষদ গঠন করা হবে।

পরিশেষে বলা যায় যে, দ্বিতীয় বিশ্বযুদ্ধে ব্রিটেনের বিপর্যয়মূলক পরিস্থিতির কারণে সৃষ্ট সমস্যার কারণে ব্রিটিশরা ক্রিপস প্রস্তাব পেশ করেন। ভারতীয়রা প্রায় দু'শত বছরের লালিত স্বপ্ন স্বাধীনতার পথ প্রশস্ত হয়।
ভারতের স্বাধীনতার প্রথম ও প্রধান ধাপ ছিল ক্রিপস মিশন। ভারতীয়রা দ্বিতীয় বিশ্বযুদ্ধকে কেন্দ্র করে তাদের স্বাধীনতা অর্জন করে নেয়।
